IIRC,

You need to go to 'System Settings > Workspace Behavior > Workspace'

then select Workspace type: Netbook

Thanks. I could have sworn that I was told it was a session option at login but that was probably a much earlier version.

I'll give it a try, but it looks as though it needs a very different workflow - for instance not being able to minimise one app while looking at another. Still, it's worth exploring.
