I am finding that KTorrent no longer has the "IP Filter" plugin.
Is this change intentional?

I do recall that new kf5-port of ktorrent did have some plugins not yet ported, that may be one of them. packaging-wise, we certainly don't omit anything on purpose.

The version I last used on Fedora 25.
I had a similar situation in 2015 when the shutdown plugin was missing. You had then updated the package, re-enabling the plugin (thanks). I was wondering if this case is something similar.

The version I last used on Fedora 25.

ktorrent 5.0.1 does not have that plugin, as it was not ported to kf5-version. This plugin was ported later and is in the git repository already. I was waiting for new ktorrent release, but because it still did not happen, I've built git master branch (libktorrent and ktorrent) and I'm using that right now. IP filtering plugin works.
tldr;You will have to wait for next ktorrent release where it will be included.
