My windows have visible borders, I just can't grab any of them. This used to work (with Plasma 5). Is there some setting I may have inadvertently turned off? I can't see anything obvious in Settings.

Yes, there's no visual indication. I did find out how to change border to 'huge', which let me grab. But the border is not drawn in a distinct way.
Usability wise, this is really pretty bad.

Check which cursor theme you're using. Adwaita seems broken in this regard, but Breeze and Breeze Snow work correctly.

YMMV, but here is what I did....
1. Installed an alternate cursor theme. In my case, PolarCursor Theme. Tried each of the 3 newly installed themes none worked as expected.
2. Switched back to Breeze and what do you know? The cursor shape changes to what you'd expect when you're over the borders. Even get the cursor style for corners now as well.

I have to eat my words. My *Cursor* theme was set to Adwaita, even though the window decoration theme was Breeze. When I switched the cursor theme to Breeze it all worked.

This is interesting, I've checked F22 Final TC4, by default 'Breeze' is selected as the cursor theme, but the resize arrows don't work. Changing to Adwaita then back to Breeze fixes it. That's on a freshly installed system. On the live system there aren't resize arrows, I didn't check which cursor theme was selected.

Pretty much the same here - kwin 5.3.0-2, breeze. Also , the arrow cursor changes back and forth from the "softer" arrow to the more angular one in different locations around window borders.

FWIW, see my previous message about what I did to get the cursor to change shape as you'd expect.
Also, I installed and switched to the air-oxygen window decorations and the polishedstones theme and borders are now visible/apparent.
