I would say they have been removed.  But I don't know when it happened.

Previously when one did "konsole --help-kde" you would get a list of options which included --geometry. Now, even in F31 one gets

[egreshko@meimei F23]$ konsole --help-kde Unknown option 'help-kde'.

FWIW, I use the KDE "System Settings", Windows Management, Window Rules to set the geometry and placement of konsole.
