I'm not sure what's changed -- the last update I did to anything that looks relevant was kdebase-runtime-4.3.1-2.fc11.x86_64 on 17 September -- but in the last couple of days I've noticed that I can no longer lock my screen. Right-click on the desktop and "Lock screen" does nothing, neither does Ctrl-Alt-L, and if I "sleep" my computer it wakes back up unlocked.
Is this just me?

No such problem here, with Leave > Lock Screen and kdebase-runtime-4.3.1-2.fc10.x86_64 installed.

Well, that was a fairly clear response. :) I just tried rebooting and locking is back, so it seems to be some weirdness triggered by me always using suspend and resume instead of shutdown and reboot.
Dunno what the issue was, but it seems to be fixed now ...

I don't have _that_ problem, but ever since kde4? I have another annoyance. I have my computer set to sleep when the lid is closed. But this won't work when the screen is locked. I have to unlock the screen, then close this lid.

That issue/bug has been around for awhile (maybe ever since kde4). I don't recall if it's documented yet with an upstream bug yet. Maybe it should. Could have sworn we had a local rh bug for something like this, but I can't find it atm.
