You know, the opposite of " not the whole KDE apps ".

I think you misunderstood the meaning of "integrated" here. It means all the KDE applications, if you install them, are well integrated into the Plasma desktop (common look&feel, things like KIO and KWallet, etc.). It does not mean they are all included in the default installation of Fedora KDE.
