Hi All,
I just now updated my Fedora Workstation 28 installation after few days, which also has KDE Plasma Desktop installed alongside Gnome. I got my plasma updated to 5.13, and went ahead with enabling the new blur effect. I was able to enable it for menus, however, on Konsole, the edit profile page does not show a check box to enable blur in background.
I also have openSUSE Tumbleweed on another partition on the same machine and the checkbox is present there and works. Any body knows why is it so on Fedora? Is it intentional?

I set this up 2-3 weeks ago, please read the description.
Well, thanks a lot. The workaround worked fantastically well. Do I need to keep it in my .bashrc or is it a one time thing? Also, why all this is required? Any specific reason that you know of?

Yes you need to keep it in your bashrc. Fedora only ships new versions of Plasma, not new versions of the whole KDE application stack. At the time the konsole5 version was released in Fedora, KDE didn't have the blur option. That's why the option is missing.
