I'm running into issues building the kernel. 4.9 series worked fined, but the 4.10s
from fedora master seems to have other issues. I've not made any changes. I'm
building this on f25 4.8.

This seems to be the same error as I got trying to rebuild with
rpmbuild. Something changed in the 4.10 kernel configuration process
that has broken custom builds. I notice that the kernels are building
fine in koji, so it probably is something that happens when
configuration is changed. Debug kernel in kernel hacking was optional
in the 4.8 Fedora kernels, but seems to be hard coded in 4.10.
Relevant to these perf errors? Don't know.
I haven't tried building a custom kernel in rawhide, and I am using
Fedora stock kernels there. Will try a custom kernel build at some
point to see if this happens there as well.

I think something did change, at least the output looks different later in the build
process at least compared to kernels built from 4.8 through 4.9 on master. Just to be
clear, I did not change anything in the configuration (other than kernel.spec to define
.local) when running "make local."

in the kernel.spec, and got the same error you did. Haven't tried
doing a custom build on rawhide yet.

A src.rpm package with only the buildid changed in the spec file also
failed to build in rawhide, with the same error, so I opened a bugzilla
against the kernel.

A new perf feature came in which would be built if java was installed.
The buildroots don't have java so that was why it was failing when
building locally. I pushed a commit to disable the feature which should
show up in the build on Monday. You can check out the latest pkg git
and test that if you want.
