It has been fixed in rawhide for a bit, the fix should land in 5.8.11
for stable releases.
The headers package is only updated when it changes, as it generally
doesn't change much in a stable cycle, so you should just do "dnf
install kernel-headers"
This is a kernel-devel issue, and has nothing to do with kernel-headers.
