One more place. Here it tries to stop services while they are starting
up. "it" means "reboot", "they" means services which is
being stopped by
reboot?
It was copied from V1, Per Dangyi, kdump service is still being starting up,
but it calls reboot, reboot will stop kdump service, there's some conflicts
acording to new systemd in rawhide.
Perhaps below will be clearer?
kdump calls reboot during booting, reboot tries stop kdump service but kdump
service is still starting up.
