Systemd reports a conflict when kdump calls reboot during booting

Adding -f for reboot (halt, poweroff) will make systemd reboot
immediately without the step to stop services, which is safe enough
since we have manually called sync after dumping.
As I commented in bugzilla, we intended to move from reboot -f to reboot
so that we can use systemd shutdown facilities.
Can you dig more about the systemd changes cause this, and see if we
can have a better way to resolve the dependencies.
