Not sure if we even need local i18n, can we only support "English"
environment?
For example, I added "-o i18n" instead, and it seems work properly on my
zh_CN.UTF-8 environment.
There was a bug before in RHEL6 about font missing, later we added
console font to fix it, just search git log about below subject:
"add default console font"
So it depends on user setting about locale, maybe default UTF8 setup is
fine without i18n module, but we are not sure it works with all setup..
