1.16 freeze

We were hoping to freeze for 1.16 this past Friday, but some important
things on the road map are still outstanding. I'd like to freeze this
Friday (May 4th) instead.
Here's what's left on the roadmap
1) dist-repo work (issues 409 and 457)
The PR is filed and we should be able to merge it soon.

2) mock config work (issues 618 and 596)
It doesn't look like we have PRs for these yet (please let me know if
I'm missing one). I'm inclined to defer these.
3) notification work (issues 690 and 228)
We do have PRs for these.

These haven't had much attention this cycle. I'll review these very
soon, and hopefully they can be merged in time.
