Unclear. I would probably assume yes.
Unfortunately, the other documents like https://www.openal.org/documentation/OpenAL_Programmers_Guide.pdf pretty clearly state "All Rights Reserved", which means no such distribution is legal?
It's not the "All Rights Reserved" itself but the absence of anything else at all (including contextual clues) that suggests that even verbatim distribution is permitted.
