I'm reviewing the package xscope and I'm unsure whether the supplied license [1] can be considered 100% as the BSD license (the wording is different to the examples in https://fedoraproject.org/wiki/Licensing/BSD )

Well, the reason the wordingof that license doesn't match the BSD license examples is because it isn't BSD, but rather, the MIT license:
http://fedoraproject.org/wiki/Licensing/MIT
