My team would like to open-source our testing tool for Anaconda. Currently it’s using our custom XML namespace with Red Hat URI. We think it would be best to change it to fedoraproject.org. Is there some kind of process for reserving/registering it for our tool? Or are we free coming up with some URI like: "http://fedoraproject.org/anaconda-testing/tool-name/recipe" and using that as our namespace?

I would say if the web team is fine with it, that's all the approval you need.

It's probably safer to go with something like
http://anaconda-testing.fedoraproject.org/tool-name/recipe
to avoid cluttering the fedoraproject.org/* space with things we need to keep up with forever even if we change what that site runs on or points to.
We've already decided on "http://fedoraproject.org/anaconda/anabot/recipe/%5Bvariant%5D/%5Bversion]". I've also talked about it with Anaconda developers and they seem to like it. I think that the chance the URL will work and point to something irrelevant in the future is very small.
But if you have objections against it, we can still change it.

It's not a legal concern, but I think it's a reasonable practical one. Can you please file a ticket with Fedora Infrastructure https://pagure.io/fedora-infrastructure/issues to validate which would be less ongoing maintenance? Thanks.
