Hi.
It is my second attempt to add openhantek software to Fedora repo. First variant contain nonfree firmware and was added to rpmfusion nonfree.
Now all nonfree firmware was removed by upstream and project use only GPL firmware. More information here https://github.com/OpenHantek/openhantek/issues/240#issuecomment-494361989

You may add this to Fedora now, since the only firmware in it is completely Free licensed (and reverse engineered).

If all the licenses are Fedora approved, then it is just a matter of getting someone to review your package (which can take a while). You can speed it up by reviewing someone elses package, and asking them to review yours. (Plus, in going through the review guidelines for another, you'll notice some of your own mistakes.)
If there is a questionable license - ask about that license here. Make sure all the code has a license.
