Those files are related to the KDE Plasma spin.  I assume you are using the Fedora Workstation (aka GNOME) spin?  If so, GNOME uses GDM for a graphical login manager than SDDM.  The "Welcome" program is part of the WORKSTATION spin.

I think it would make the most sense to unsquash the live image of the Fedora 33 ISO and copy what they do for auto login.
