The best place to start is the guidelines for writing and submitting a
new article for the Fedora Magazine. You can find that here:

Particularly, I would recommend writing a pitch and getting that
approved first before writing an article. I'm not sure if the Magazine
has published something like that before, but it will be easier for the
editors to review and give you feedback on a pitch. They can help guide
the direction of the article if needed.
