We need to support heartbeats via virtio, so the QMF heartbeat model
doesn't work for us, or at least can't be the extent of what we suport.
What we're talking about is our own heartbeat notifications explicit
controlled by Matahari itself: the Host object updates itself regularly,
sets a timestamp of when it last updated, and then raises an event
trigger across all of its transports (QMF and virtio) to let any
interested party know about the event.
