I've set up a copr repo with mingw-gcc-9.1.0, mingw-w64-*-6.0.0 and mingw-binutils-2.32 for testing here
https://copr.fedorainfracloud.org/coprs/smani/mingw-gcc9/ https://copr.fedorainfracloud.org/coprs/smani/mingw-gcc9/builds/
If there are no objections, I'd be willing to file a F31 in time for the next mass rebuild and bring these into Rawhide.
