I cannot access your rsync server:
$ rsync rsync://mirror.lzu.edu.cn/fedora
rsync: failed to connect to mirror.lzu.edu.cn (202.201.0.160): Connection timed out (110)
rsync: failed to connect to mirror.lzu.edu.cn (2001:da8:c000::160): Network is unreachable (101)
rsync error: error in socket IO (code 10) at clientserver.c(128) [Receiver=3.1.1]
The crawler will use it automatically, if you enter the rsync
URL in MirrorManager. I can also add it for you once it works.
