To be a Fedora mirror you have to add your mirror information to
Fedora's MirrorManager? Have you done that? There is entry in the
database which has been created some years ago:

Created At: 2009-12-21 04:10:46

Following user created the database entry:

User: kacst, Name: None, email: sysdev@isu.net.sa

Did you create that account and MirrorManager entry? Or was that
someone else?
