Thanks for pointing out. A many Fedora tier 1 mirrors might be using
quick-fedora-mirror to sync I had a look at
fedora-secondary/fullfiletimelist-fedora-secondary
and the entry for the file you are looking at is wrong:
1512397509 f 3927
development/rawhide/Everything/aarch64/os/repodata/repomd.xml
That is still the old mtime and so quick-fedora-mirror does not copy the
file over. The fullfiletimelist-fedora-secondary file has a newer
timestamp so that the file was newly generated but it has the wrong
content.
I will try to find out why this failed and let you know.
