I've been using TDS as a mirror source for several years, and Thursday night 13 Sept 2012 21:00 EDT it seems that fedora.mirrors.tds.net is no longer accepting rsync connection. It seems to be all of their mirrors as the Gentoo mirror is also affected.
You may want to check with TDS and see if it is just an oversight, or if the rsync label on their entry should be dropped.
