kernel and my initial tests with the cyclictest utility show higher
latency hits than rt31. I'm currently building and testing packages.
Another option would be to revert (for now) from systemd to the previous
startup scripts. I don't know if that is even possible, maybe others in
the lists would be able to comment.

I read but not tried that passing the argument
init=/sbin/upstart
to the kernel at boot should load upstart. I have not tried it myself though.
