neuro-sig: sonatype-oss-parent

sonatype-oss-parent is required by neurord, which is FTBFS because of a
missing Java dependency already. I expect neurord will be orphaned/retired
soon and like other Java packages, we may end up temporarily providing
it via the COPR.
