Yes, I can subpackage, but the problem is we currently don't really support doc subpackaging in the current Fedora Haskell packaging and macros etc.
ie we don't BR doc subpackages automatically and we would have to remember to add BR's for them by hand. Otherwise haddock documentation doesn't properly cross-reference.
My feeling is it should be done all or nothing: maybe we should do all! But that is should be done when moving to ghc-8.2 say.
So personally I would prefer to waive this, though I acknowledge that 2MB is relatively largely: I am not sure how big the package is.
