missing tomorrow's FPC meeting

Due to a public holiday in Germany, I'll be AFK most of the day and
therefore probably will not be able to attend the FPC meeting.
No matter if it will take place at 17:00 or 16:00 UTC ;)

rubygems guideline

Hi,
I updated the proposed rubygems guideline [1] with a blurb about
packaging the same bits for use as a Gem and as a straight Ruby library.
My experimentation indicates that that even works ;)
