I'm not all that familiar with the details of github, so do the downloads available in the "releases" section count as "If the upstream does create tarballs" or not? If it does, then I still have the same question about the URL. If not, then I'll just use the method described in the referenced section of the wiki.
I got this example of pngquant, tags [1] and releases [2]. When upstream make a tag it will create a tarball and upstream can mark it as a release or not, now seems github shows all tags as releases . We can see that upstream doesn't mark last tag as a release !.
BTW [3] Upstream Release Monitoring detects a new tag and try to build it , that was a new and cool feature !
