Please understand that there is no way how to use %bcond in Koji (to my knowledge), while there are ways to set the %boostrap macro.
Bootstrapping happens only occasionally.
For some packages it is occasionally, for other it is each time (rubygem-rspec* for example).
What is the problem wit changing state of the %bcond to push build with bootstrapping exact package?
The point is to not change the package at all for bootstrapping.
