The solution is to package your program officially **inside** of the distributions so for Fedora/EPEL see https://fedoraproject.org/wiki/Package_Review_Process
If an RPM package lives outside of the distributions it will be probably in a broken state very often, because things in a distribution base change all the time.

If you really want to build and maintain RPMS outside of the distributions then
the solution is to use conditionals like %if 0%{?fedora} your spec file:
