The BuildRequires? section of the guidelines has been revised; the exceptions list is gone. The release engineering folks are free to define the buildroot and rpm is free to change its dependency list.
Since then, the

are out-of-date. The item
MUST: All build dependencies must be listed in BuildRequires, except for any that are listed in the exceptions section of the Packaging Guidelines ; inclusion of those as BuildRequires is optional. Apply common sense.
