I am doing package review and there is a summary that ends with a dot.
I am sure that for long time we had in packaging guidelines that summary should be max 80 characters and should not end with dot.
I cannot find the reference to the dot now

Was this intentional change?

It was not an intentional change. It's still a rule, it probably didn't make it over when the docs were adapted over to Antora. It should be mentioned by rpmlint, I think?

I think the dot rule was always just an rpmlint rule. I don't recall it being codified in the guidelines, but I am not sure.

Got it. It is here:

I opened https://pagure.io/packaging-committee/pull-request/1378 to get this in chapter about summary.
