PAM is the last Base OS tool which requires files in /etc, which are not
recoverable
by a booting system with no explicit local configuration.
Following the general model of system files versus local config files,
this patch
adds support for /usr/lib/pam.d/ directory and turn a few module errors
for missing
configuration files into PAM_IGNORE.
