Is there any particuliar reason Fedora is still shipping this version?

Description of problem:
It is possible to pass a reference to a variable containing the ini "config
file" to Config::IniFiles->new()
This feature requires IO::Scalar to be installed.
However, rpmbuild doesn't pick this dependency automatically.

1. yum install perl-Config-IniFiles
2. Run the following perl script:

my $config = Config::IniFiles->new(-file=>\$ini);

Actual results:
On a system without perl-IO-stringy installed, I get:
[mathieu@localhost ~]$ perl test.pl
Failed to open SCALAR(0x1034c48): No such file or directory at test.pl line 5
This means that the package is missing a requires on perl(IO::Scalar)
Expected results:
The script should not fail, because perl-IO-stringy would be installed.
Additional info:
The problem is present both in Fedora 16 and EPEL 6, probably in other releases
as well.
Note that the requirement should probably be picked up by rpmbuild, my guess is
that rpmbuild doesn't like the way IO::Scalar is used in Config::IniFiles:

The latest version of Params::Validate on CPAN is now 1.00 (since 11 Jun 2011).
This is the version to use everywhere. Please upgrade in EPEL (at least for
EL5, EL6 and current Fedora).

amavisd needs a systemd unit
it's one of the two services not converted yet on my system
even clamav has a systemd unit now (I had to convert because the sysv clamav
chain was not working too well anymore)

(though there may be a cleaner way to express this dep if amavisd had its own

Description of problem:
Publican is using Locale::PO to load UTF8 PO files and compares strings against
those from UTF8 XML files. Because Locale::PO is not setting the encoding to
UTF8 when reading the PO file wide characters cause the strings to not match.

1. Create a publican book containing a wide character, e.g. —
2. Translate the book to another language
3. build the translated XML

Strings with wide characters do not match, leading to translated content being
excluded from the translated output..
Expected results:
Strings match, translators happy.
Additional info:
The patch at https://rt.cpan.org/Public/Bug/Display.html?id=54064 resolves this
issue.
