I have raised a very old issue in PEAR packaging See : https://fedorahosted.org/fpc/ticket/69
First, I only expect a minor clarification in the Guidelines (and no packaging change for php-pear)
But this brings a lot of discussion during the FPC.
So the conclusion seems to be (not yet approved) => move %{pear_docdir} to %{_docdir}/pear
So I have prepared the needed change to php-pear, and I'm waiting for FPC decision.
Of course your comment (in the FPC ticket) are welcome.

pear_docdir is now /usr/share/doc/pear in fedora >= 13 with php-pear-1.9.2-3 in stable updates
php-pear-PEAR-Command-Packaging-0.2.0-6 is on the road to updates-testing. This command will generate spec file according to this Guidelines change.
I have start to fix some of my packages in rawhide (I don't plan any update in f15 or stable branch for this)

P.S. still waiting for pear 1.9.3 which should fix the remaining security issue.. and minor regressions... already tagged in upstream SVN.. perhaps I need to pull the changes from SVN..
