Are you trying that command from the python-bugzilla.git/bin directory?
If so it doesn't know how to find the bugzilla module. You can do
PYTHONPATH=.. ./bugzilla [args]
Or use python-bugzilla.git/bugzilla-cli wrapper which does the same thing
