would still need to convince the developers of all Python modules to use
that info in their packages.

status quo and opinions of Python core developers.
I know Python doesn't have dependency generators, but we do. :)
And it has to start somewhere. Even if developers aren't using it at
the moment, they can in the future, and reserving the names in PyPI is
useful as well, to prevent unnecessary collisions.
