As you probably already know, the schedule has two important dates for translations: the *translation deadline* and the devel freeze. The first is the date that we guarantee that translations submitted so far will end up in the release. A packager (who maintainers a package translated by the FLP, such as anaconda, system-config-*, etc) needs to re-package between the two dates for the guaranteed translations to end up in F10.
Currently the F10 schedule has translation deadline the same day as the development freeze (FLP didn't provide the necessary input to RelEng in time to fix this). This means that packagers only have a few hours to repacakge.
I sent an email to FLSCo and it voted in favor of moving the translation deadline from 21/10 to 14/10, so that packagers have 1 week to repackage. One less week for translating, but substantially higher chances of those translations ending up in the release. The translation deadline is something that affects only translations, so I think it can be moved it without affecting anyone but translators.
