I doubt that police would take them straight to a mental hospital. I believe proper protocol would be for them to take someone to the nearest precinct and have the person spend a couple of hours there, especially if alcohol was involved on NYE, to sober up. Anyone would need a referral by a psychologist before they can be admitted to a hospital or clinical institution.
