So CONFIG["CXX"] is not yet set ( in /usr/lib64/ruby/rbconfig.rb on x86_64)
(see:

) and still rubygem-eventmachine fails to find CXX compiler, while
rawhide ruby-libs rpm has CONFIG["CXX"] value.
