Fedora 23 s390x installed on Hercules

After various travails I have apparently successfully installed Fedora 23 s390x on Hercules. However, when I start the installed system I get:-

If I try to use a system I dnf system-upgrade'd from Fedora 21 to Fedora 23 I get:-

Where are the wait state codes documented?

[s390x utils][PATCH] Change SCLP_TYPE and SCLP_SYSLEVEL to identifier KVM for IBM z Systems
