I have created LiveDVD and its the same way to create the LiveCD.

But many people in rural areas have CD ROMs and they do not have internet at all.
So, they can't install packages from the fedora repos. :(
Thats why I am trying to distribute LiveCD with extra CD or two.

I don't think this is possible, at least not with the current tools.
With a LiveCD you need to have the full package set on one medium as far
as I know, so you'd have to use a bigger storage media like a DVD or an
USB stick.


For the general procedure of creating a customized Fedora ISO, this wiki

You might also find the tool system-config-kickstart useful to get you
started with creating your own kickstart files.
