Unfortunately I don't think that a sway spin of Fedora is going to happen in the foreseeable future, as currently no one in the sway SIG has the capacity to maintain a full spin.
Also, I personally don't really see the need for a sway spin to be honest, as I usually just install the most minimal version of Fedora and then install everything that I need via an Ansible playbook. It might be a different story for Silverblue, but the last time I tried it, the developer experience was still too poor there for me to use.
