Fedora 35 tests are fixed

The fedora-35 tests should be working again - the composes have been
fixed. Please add a [citest bad] comment to any PRs you have that you
would like to rerun with fedora-35.
The ansible-2.9 (el7) tests are still broken - still waiting for a rhel7
container image with the NSS fix.

CI: ansible-2.9 tests are not good

I recently upgraded to the latest rhel7 container image. There was a
problem with CA certs. I reverted to the previous image. Now ansible is
giving me the following error:
A worker was found in a dead state
I've tried several suggestions found online (env no_proxy="*", etc.) -
nothing helps. Using ansible -vvvvvvvvv - no further information. Using
ANSIBLE_DEBUG=true - no help. Using ANSIBLE_FORKS=1 - no help. The
machine has plenty of RAM. I can reproduce locally using podman. Not sure
what is going on. So just ignore the ansible-2.9 CI results until further
notice.
