True, this cannot be solved by us. This would have to be solved by infra
people or even it may be beyond the scope of infra people because the
measure would have to be done on mirror servers which are not managed
directly by anyone related with Fedora. Therefore the answer is "no, we
cannot measure".

I wonder if we could somehow combine this with the work being done here: https://pagure.io/Fedora-Council/tickets/issue/208

Perhaps we could at least measure something like the language settings of the window manager as a proxy.

I don't think there is anything more to do here. Probably the only
conclusion from this discussion is that we should be more brave with
adding more languages (whatever we mean by adding). We don't have
any measurable feedback from users but this should not stop us.
