Zanata does have a "Contact admin" page for any request user needs to make. Also, all admins the Zanata instance have access to add in new language. There's few admin in Zanata who has the right to perform the task excluding me.

I've enabled the locale in Zanata. I can assign the coordinator once the language team has been created in Fedora.

Friulian team does not yet exist and it's easy to check: [1]
Friulian language is sometimes spelled as Friulan or Furlan,
ISO code: fur. There is no such language in Zanata at the moment
of writing. Fabio seems to be very active in GNOME so
I believe will be a good coordinator of his own team in Zanata.
