I absolutely agree on this point. As a new contributor (and not only as
such) the current situation can be quite confusing.
I think we have to agree on different categories for tools and
websites. Especially sites such as the developer portal, start page,
download pages and so on are sites which are accessed by new users
first. From my point of view, those are the most important ones . But
as already mentioned by others, it's a lot of work and needs a lot of
discussion.
I am happy to assist here and might as well contribute some
translations in German whenever it's a good time to start.

The work is huge, so we need to make a little bit of planning.
What are the guidlines we would like to have for websites and tools ?
We also have to agree with websites teams and infra team and be
realistic : none of our groups can handle and objective like 100% of
websites and tools have to be internationalized and translated.
Anyone would like to help me writing and then discussing with #Website
and #Infra groups ?
Subjects are :
* global guidelines
* short term objectives (2016)
* mid-term objectives (2017)
