Why is this bug assigned to you, Matthew, and not to David?
Do you already have a patch that applies to the current version in fedora? If
so, you could attach it here, so we can test and/or discuss and finally apply
it, probably after trying to contact David again. Did you send a mail to the
fedora-devel list?
I'd really like to see this fixed, because festival will be used by lmms (see
bug 443771).

Confirmed exactly the same behaviour in F9 - same device node permissions before
and after the camera is plugged in, same failure as non-root user, same
workaround of setting non-root user acl on /dev/fw0 is successful.

This is not an nfs or nfs-utils bug, but it looked at the first glance as if it
where. It should be redirected to Network-Manager bugs or net-utils bugs.
